As set out in the IFLA Statement of 2016, unjustified discrimination can lead to certain types of content being prioritised, and others placed in the slow lane.

This poses a challenge not just to the broader values of libraries – notably free and equal access to information and free expression – as well as a potentially direct threat to the ability of libraries to interact with users on the best connection possible.

IFLA’s Net Neutrality Toolkit builds on the 2016 Statement, aiming to provide readers (libraries and library associations) with a clear yet coincise description of what Net Neutrality is, and ideas of how librarians can fight to maintain a free, unhindered Net.
